New Chancellor and 18th RA

Usually at this time the polls would be in place and citizens would be voting, but the lack of candidates has precluded that.

It is my priviledge to announce that the new Chancellor is Tor Karlsvalt and the members of the 18th RA are Moonrise Azalee, Ranma Tardis, Tanoujin Milestone and Shep Titian.

People often say that, in a democracy, decisions are made by a majority of the people. Of course, that is not true. Decisions are made by a majority of those who make themselves heard and who vote -- a very different thing.
