Agenda - Nov 18 2012

Agreement to be recorded and published
Approval of Agenda

Old Business

all old business will be carried over to the next meeting ( Dean has hand injury and limited typing :/)

New Business

1. upcoming byelection and census

Rationale: To have a byelection and a full RA before the holidays, while meeting the 28 day constitutional requirement for citizen's to qualify to vote, a census will need to be done before the new RA is sworn in. If we leave it until after, with the holidays in the middle, we will not have a full RA, potentially, for a third of the term.

I am proposing that we vote on the following dates for the byelection:

Census: Sunday Nov 18 - today; notice was posted to the Forums on the 11th, reminding people that a census would be coming up for the byelection
Call for candidates:Dec 1- immediately after the new RA has its first meeting, I expect that the LRA will request the SC proceed with the byelection. Even if we do not receive a request it is the SC's duty to administer a byelection for the seat
Deadline to declare:Dec 7
Campaigning: Dec 7 - 14
Polls open noon Saturday Dec 15 for 96 hours closing at 11.59 on Wednesday Dec 19

This timeline allows a week to declare and a week to campaign, four days to vote and completed before the Christmas week. This should mean that RA only has one meeting with less than all seats filled.

This will be structured discussion; each SC member will either give their thoughts or refer to their comments here in the Forums. Each SC member will then have the opportunity to ask any questions or provide further rationale if requested. After all SC members are heard, any questions from citizens present may be addressed. The vote will then be taken.

[08:02] Callipygian Christensen: ok..agenda is in the box
[08:03] Callipygian Christensen: we'll call the meeting to order
[08:03] Callipygian Christensen: a reminder that allmeetingsare transcripted and published
[08:04] Callipygian Christensen: presence here and speaking is permission to be recorded and published
[08:04] Callipygian Christensen: SC members, is the agenda in order?
[08:05] Soro Dagostino: It is.
[08:05] Delia Lake: yes, it is
[08:05] Callipygian Christensen: I record the agenda as appoved
[08:06] MystiTool HUD 1.3.0-freebie: Entering chat range: Rosie Gray (19m)
[08:06] Callipygian Christensen: old buinsiness that is not pressing will carry forward due to the Dean's proclivity for accidents to the hands
[08:06] Soro Dagostino: In deference to the Dean's injured hand, I move all items of other business be tabled to the next meeting
[08:06] Callipygian Christensen: thankyou Soro
[08:06] Delia Lake: second that, Soro
[08:06] Callipygian Christensen: all in favour?
[08:06] Delia Lake: and good morning, Rosie
[08:07] Callipygian Christensen: aye
[08:07] Delia Lake: aye
[08:07] Soro Dagostino: Aye
[08:07] Soro Dagostino: Hello Rosie
[08:07] Rosie Gray: good morning Delia ㋡
[08:07] Rosie Gray: and everyone
[08:07] Callipygian Christensen: welcome Rosie, recording and publishing reminder
[08:07] Rosie Gray nods in recognition
[08:07] Callipygian Christensen: So new business
[08:07] Callipygian Christensen: the upcoming byelection
[08:08] Callipygian Christensen: my rationale for the datres is in the agenda, and has been posted in world and on the Forums
[08:08] Callipygian Christensen: Aliasi and Arria have both expressed support for the dates as given.
[08:08] Callipygian Christensen: comments from the SC..- Soro?
[08:09] Soro Dagostino: As stated off line, I approve of the proposal.
[08:09] Callipygian Christensen: thank you
[08:09] Callipygian Christensen: Delia?
[08:10] Delia Lake: yes, I agree with the dates
[08:10] Callipygian Christensen: Do either of you have additional thoughts or comments?
[08:10] Delia Lake: and approve the proposal
[08:10] Delia Lake raises hand
[08:10] Callipygian Christensen: go ahead Delia
[08:11] Delia Lake: in support of these dates, I would ciite a past instance when we did not act so quickly for a by election and essentially wasted almost a quarter of that term
[08:12] Delia Lake: acting quickly in this situation benefits the smooth conduct of government imo
[08:13] Callipygian Christensen nods. Christmas makes this byelection the challenge for timing
[08:13] Callipygian Christensen: Before we vote - Tan, Rosie did either of you have queestions or comments?
[08:13] Rosie Gray: not I
[08:14] Callipygian Christensen: Tan?
[08:14] Tanoujin Milestone: no, thank you
[08:15] Callipygian Christensen: my only addition, so that it is in the record, is to mention that the upcoming byelection was posted, and citizens reminded of the census on the 11th.
[08:16] Callipygian Christensen: It is my opinion that it is a citizen's responsibility to ensure that they meet the requirements for citizenship at all times
[08:16] Delia Lake: yes, you posted that
[08:17] Callipygian Christensen: therfore I do not feel in this case, or in future ones, any extensive notice of a census is required.
[08:17] Callipygian Christensen: Soro, Delia, any comment or additions to that?
[08:18] Soro Dagostino: None from me.
[08:18] Delia Lake: I agree. it is up to the citizenry to accept and act on their responsibility as members of the CDS
[08:19] Callipygian Christensen: Then I move that the dates for the byelection to fill the vacant seat on the 18th RA be adopted as posted in this agenda and on the CDS forums.
[08:19] Delia Lake: second
[08:19] Callipygian Christensen: all in favour?
[08:19] Callipygian Christensen: aye
[08:19] Soro Dagostino: Aye
[08:19] Delia Lake: aye
[08:20] Callipygian Christensen: THe motion carrries. I will notify Sudane and post the dates as official on the Forums
[08:20] Callipygian Christensen: thank you SC members, citizens
[08:20] Callipygian Christensen: next meeting
[08:21] Callipygian Christensen: Dec 9 or 16?
[08:21] Callipygian Christensen: then break until the new year?
[08:22] Tanoujin Milestone raises hand
[08:22] Soro Dagostino: Either date is open for me.
[08:22] Callipygian Christensen: not sure when the RA will first meet to do more than be sworn in
[08:23] Callipygian Christensen: yes Tan?
[08:23] Tanoujin Milestone: i ask the SC to take care we can talk about the amendment in the pipeline as long as Delia is in office
[08:24] Delia Lake: the first meeting of the RA will be Dec 1? then we should probably meet on Dec 9
[08:24] Callipygian Christensen: Tan, those discussions are actually a working group external to the SC
[08:24] Tanoujin Milestone leans back and smiles
[08:25] Callipygian Christensen: it has members of the SC , RA and a citizen - so it's work remains the same no matter Delia's status, andshe can continue to be involved even after she leaves the SC :)
[08:25] Rosie Gray looks sideways and smiles too
[08:25] Delia Lake: and I would be willing to do that
[08:25] Tanoujin Milestone: good news, thank you
[08:26] Callipygian Christensen: ok- then we will meet Dec 9th at 8 AM?
[08:26] Soro Dagostino: Agreed.
[08:26] Delia Lake: very good
[08:26] Callipygian Christensen: thank you
[08:26] Callipygian Christensen: I move we adjourn
[08:27] Soro Dagostino: Second.
[08:27] Delia Lake: second
[08:27] Callipygian Christensen: all in favour? :)
[08:27] Delia Lake: aye
[08:27] Callipygian Christensen: aye
[08:27] Soro Dagostino: Aye.
[08:27] Callipygian Christensen: we are adjourned
