1. Commissioners can use various platforms to work: e.g. SL, skype, google docs & IM. Invite all available Commissioners to participate in planning agendas and drafting bills to be presented to the RA.
2. Establish rules at the outset for Commission meetings that include Citizens:
Comments and questions are welcome and citizens are reminded that inflammatory language will result in being ejected from the meeting.”
Meet in public space. Have SPR available so citizens can click when they wish to speak.
3. Some agenda items require vote only, or structured discussion or informal discussion
For each agenda item, Chair presents agenda item and asks commissioners for vote or comment.
Begin every meeting with a statement of Commission mandate per RA and agenda items to be covered.
Citizens are invited to speak to the agenda item once the Commissioners have completed their discussion.
4. Voting by Commissioners shall be done at inworld meetings and

(1a) review the duties assigned to the Chancellor by the Constitution and subsequent laws;
(1b) recommend clarifications and modifications to both existing laws and language in the Constitution so that the designated authorities, responsibilities and accountability are consistent with and support the assigned duties of the Chancellor;
(1c) review the Proposed Tier Collection and Land Reclamation Bill for compliance with the Constitution and existing law, and
(1d) recommend amendments and/or legislation that will bring existing legislation into compliance with the Constitution specified Chancellor duties;
(2a) review existing documentation regarding balance of power among the three branches of government,
(2b) assure that authority matches responsibility, and
(2c) recommend legislative if needed.
