It just occurred to me that these "newbie droppings" are in fact excellent opportunities to do some solicited advertising for Neufreistadt / Colonia Nova.
Perhaps somebody with a knack for promotion could draft a standard notecard saying something like
[i:2c4jbx5m]"Thanks for visiting - we're glad you liked it enough to leave a bit of yourself behind. Did you know that we're in fact the only democratically governed community in all of Second Life? If you're interested in coming back at some point where there is more life in the sim we have the following upcoming events: [...] If you're interested in buying property in our community we have the following inexpensive and newbie-friendly plots available: [..]"[/i:2c4jbx5m]
Then everytime Antonius or another person with powers to return objects came by a prim scene they could as a matter of routine drop the notecard on the head of the newbie while scraping off the prim from the sidewalk.
We could even supplement the notecard with a souvenir or some other form of memorabilia for them to remember their visit and promote it in SL at large (think "I visited Neufreistadt and all I got for my dropped prims was this lousy t-shirt")
What do you say?
I support it, especially with a good freebie like some Lederhosen.
As I strongly believe that a freebie would be a powerful marketing tool for 'Anzere' (esp. for newbies) we could use the same one.

Diderot, Top are you crazy? We do not want to encourage littering. By all means lets drop a Newbe Information/Orentientation pack on them along with a request that they refrain from littering our sims, but do it as vetran SLers to Newbes in genral. Do not invite them back! Do not give them free souveners. The only vuagely Neufreistadt specific info shoud be a explanation of the difrences in buying land on islands v the mainland.
Those who apreciate constructive critisisim will find there way back, those that take offence we don't want back.

Well I agree that you certainly have a point that people who litter are not really the responsible types in which we'd be interested in having as citizens.
However, I think the main idea or emphasis in my post was that this "leaving litter" behind could actually be turned around and viewed as an opportunity to us r ather than purely as an annoyance. The fact of the matter as I see it is that apart from the people, who actively strike up conversation, those who leave a "prim business card" after them are the only ones whose names we have. And the simple fact of their prims lying around is evidence that they have some interest in our community. In my view this places them in the target group for our advertising.
Yes they left litter around and yes that may be seen as somewhat irresponsible - however, we've all been newbies once and isn't it a general observation that once you "grow more experienced", are socialised by a community of peers and get to grip with the controls then you eventually grow into a user with a higher degree of responsibility to your environment? I think that if we're not going to apply any sanctions to people for leaving litter around then we might as well take advantage of the situation to create some further awareness of the fact that Neufreistadt and Colonia Nova are in fact more than just an exhibit of pretty buildings - namely that we are a democratic community with a bunch of people who care about their neighbourhood and neighbours.
Finally, as regards the freebie - I agree it should certainly not be seen as if people are being rewarded for their littering. That would be counterproductive. The idea was more along the lines of us giving freebies for people to wear in order that they might provide some free marketing for our community all around the grid. However, we should of course as you rightly point out not do this in a context that makes it seem as if we're rewarding people for anti-social behaviour.
Maybe if the teeshirt were really ugly. Perhaps we should distribute the "complexity teeshirt" the SP has developed.
Or what if it were a man-eating teeshirt? Can anyone script carniverous clothing?

I believe that, as Diderot wrote, the litter doesn't tell us much about the newbie in person. Diderot's plan is a small but present opportunity to do some PR.
If people would take a sarcastic message as encouraging litter, that would really baffle me about people's stupidity! But who knows maybe that's the case.
