There is nothing like flying through the air over Colonia Nova or Neufreistadt headed toward a friend’s house or meeting. Then out of nowhere BLAM! Your avatar is tumbling out of control. You are thrown from your vehicle. You had just run headfirst into someone’s no entry lines.
We limit our rights for the common good when it comes to building. It was my belief that the use of white lists was prohibited. They are navigation hazards among other things. If they are not now prohibited, I am proposing that the use of whit lists is against the common good. Who wants to have property next to such a resident? On the mainland some residents are completely surrounded by no entry lines. If you have a problem with a resident ban then, otherwise let peaceful residents pass.
Thus my proposal is for the prohibition of the use of "white" lists in controlling who can enter ones property. Does this need to be a bill?

Hear! Hear!

I've always hated bumping into those ugly red ban lines on the mainland but in Neufreistadt and Colonia Nova it just feels like an extra hard slap in the face. We are supposed to be a community after all.

Are there reasons why some citizens feel the need to restrict access to their parcels? I have banned one or two (non-citizens) from mine for griefing a meeting but, otherwise it's open access.

Would one solution be to create a group for CDS citizens and then always allow CDS citizens access to our parcels?

I agree wholeheartedly with the content and justification of this proposal. I also think that Patroklus' suggestion to require all property owners to allow access to a group of CDS citizens created for the purpose is excellent as at the same time it allows usage of the group for other community-reinforcing purposes.

Might it be possible to produce a bill to (1) alter the standard covenant and (2) require all citiziens to become members of such a group?

Looks like it is going to be made into a Bill, I suppose you have to explain and legislate every bit of common sense and courtesy. Before long the CDS will look like the mainland with its endless no entry lines. Doing away with such nonsense is one reason people come to the CDS. My Bill will read as follows and is open to friendly amendments.

The use of entry (white) lists in the land controls is forbidden as being against the common good of the citizens and visitors of the CDS. The use of this land control is considered to be a class one misdemeanor.

Personally, I also would like to see land entry lists abolished.

You can also just contact the people in question and ask them to turn it off / include you on the white list but either of those solutions would be dependent on their goodwill, not solve the problem for the rest of the community and not expose the proposal to a democratic dialogue, where the community has the chance to weigh the pros and cons to achieve the outcome of greater utility for the majority.

This may just be paranoia but I envision a scenario where a mischevious resident puts all of the other residents on his blacklist, which would effectively recreate the effect of having a whitelist at least in so far as CDS citizens are concerned. Unfortunately the proposed bill as it stands will not prevent this.

I propose alternatively:

(1) The following is added at the end of the general covenant of the CDS:
"- All parcels must allow access to members of the 'CDS Citizens' group."

(2) The Chancellor is requested to establish and maintain a group called "CDS Citizens", which shall be open to all citizens from the time they request it and until such time as they either (a) request to be removed from the group, or (b) forfeit or renounce their citizenship.

Perhaps we have to eliminate the use of the black as well if it becomes a problem. There is no reason to ban your fellow citizen from your land. There is no "privacy" issue since the use of a camera makes it possible to view anywhere inside a sim. If there is a misconduct issue it can be taken up with the government for resolution.
No, if the residents misuse the black list then action can be taken at that time. At this time the black lists are not a problem while white lists are a current problem.

Ah yes sorry about that. I was thinking about the whitelist as if it worked to allow a certain group access while not affecting the default access but of course it doesn't. I withdraw my proposal.

Out of curiosity, Ranma, are there specific whitelists you might be referring to? The only one I have seen in the CDS to date was raised by Rudy in response to the Thor Forte affair.

Aren't some CSDF meetings held in a house in NF that has an exclusion field. I know that there is at least one house with such a field in NF. I have crashed into that field several times. I think that this house is on the one Ranma probably has in mind.

Further, I think that the Thor Forte ban is more properly characterized as a black list, not a white list, and would not be affected by this proposal. A black list excludes individuals; a white list excludes everyone except specifically approved individuals. Black lists, following due process, are appropriate and are the only real means LL has given us to enforce the law (although I think we can creatively fashion other means). White lists, which exclude everyone preemptively, work a prior restraint on travel in the NF more generally and are more suspect for that reason.

I have seen another one in the CN to the west or northwest of the Waterfall Society's Cascata showroom.

I have also noticed the force field erected in the middle of the valley, which Aliasi stipulates was created in extension of a Thor Forte affair. This is a privately initiated field that does indeed work as a white list and it should not be confused with the sim/CDS-wide ban that works as a black list and is 'temporarily' in place awaiting the establishment of a working judiciary.

I thought Thor was banned was from the entire CDS due to an incident in Colonia Nova. I think he is already banned from that parcel. Why does he need to restrict the lot (P140) and airspace to everone else?
There is another ban lines parcel near the tellehub in CN(C01). It is next to Rudys lot (C04) which is also under white list. 3 lots total.
I wonder where the next lot will appear?
