Hi, I've scoured the JA and haven't seen any procedures for how we are to elect the PJSP memebers. So, here's a a bill I'm proposing:

Where there are [i:1kcim380]n[/i:1kcim380] empty PJSP seats, members are elected by a borda-count ranking of candidates such that the [i:1kcim380]n[/i:1kcim380] best-ranked candidates are considered elected into the PJSP.
If there are [i:1kcim380]m[/i:1kcim380] candidates and [i:1kcim380]n[/i:1kcim380] empty seats, and [i:1kcim380]m[/i:1kcim380] <= [i:1kcim380]n[/i:1kcim380]: a candidate is considered elected into the PJSP if he has at least one best-rank vote.

Notes:
The choice of borda count is pragmatic, we have been using borda count ranking for our elections already, and it seems to work pretty well. Also, our current electronic voting system is well equipped to handle borda count ranking, but not any other kind of election system.
