Publius: I'd be interested in reading and helping out. I was a bit startled at the "in force" list on the wiki, but Ali has explained it to me.
I think we need to read all the code and determine:
-What is moribund/obsolete/accomplished (e.g. Relocation of Gwynnethstrasse Act)
-What is superceded/repealed (e.g. Defense of the Republic Act)
-What has been amended (e.g. what's left of the JA)
-What has been implemented by the executive
-What has not been implemented by the executive (e.g. 3-11 bond act)
-What needs amending in terms of conflict within the code (tricky, SC opinion?) and outdated names (e.g. Neualtenburg)
Then we'd have a comprehensive and updated [b:wh96am47]Code as Amended[/b:wh96am47], perhaps passed as an Omnibus Code Housecleaning Act.
Salzie also makes the good point that we don't need a bill every time we want to move a street or do something very minor. The Chancellor can take care of that. At the most it's an announcement or alteration of internal policies and procedures.
Once the code as amended is ready, perhaps the RA can recommend priorities for code implementation and enforcement to the Chancellor.
Determining those priorities is up to the Chancellor, and we must recognize that it's easier to pass legislation than it is to implement it with scripts, code and prims (e.g. Group Owned Land Act was easier to pass than implementing it with the new Land Registration System).
