Proposal for LUC help to Chancellor on building reviews

The LUC is discussing setting some systems up on how best to assist the Chancellor on reviewing new buildings put down by citizens. One of the reasons this is crucial is that when buildings are placed by citizens, if they are not immediately addressed and either approved or rejected the citizen will likely just assume that all is okay. If they are not okay and the building is not 'unapproved' in a timely manner it can become impossible to have it removed or updated as time moves along.

When a building is inappropriate either because it doesn't fit the theme of the region properly or because the building itself is not very well made, or simply because it doesn't fit the landscape, this presents problems because there are gray areas around the ideas of theme and also there are different levels of what people view as acceptable in a build. The ideas here are to help resolve these problems.

(D) The LUC is obliged to collaborate closely with the Chancellor in an advisory role. This way, the LUC shall assist the Chancellor in fulfilling his/her constitutional tasks with respect to land use and to help integrate new buildings and infrastructure into the landscape. This comprises, but is not limited to trees, rocks, water, roads, parcels, permanent decor, CDS-owned infrastructure and terraforming.

To help facilitate this mandate I have some thoughts about formalizing some procedures. Okay, here goes...

1) Update the General CDS Covenants so that it is required that a building be inspected by at least two members of the LUC or one member of the LUC and the Chancellor before being accepted. This is how they handle things in New England which works well.

2) If a building is rejected and the Chancellor has not been one of the inspectors, that it immediately be reported to the Chancellor who can accept the recommendation or reject it.

3) New buildings to be inspected may be placed on the ground temporarily while being inspected. This would mean a citizen contacts the Chancellor or the LUC to arrange an inspection time. Or the citizen could provide a link to Marketplace or SLURL business to a building that a citizen is considering purchasing so that the 2 inspectors could provide feedback that way.

4) Be a requirement for anyone creating their own building to do so on a platform in the sky or make it completely transparent while unfinished on the ground. When finished and ready for inspection it could be rezzed in place or on the sky platform.

5) The members of the LUC (many who are also Estate Managers) should regularly check the land scanner http://www.tospitimou.com/landscanner/view.php to see when someone new to the CDS has purchased a parcel and take note in order to schedule a time with the new citizen to inspect their building.

6) That when the Chancellor wishes to be a part of the inspection themselves, they contact the LUC when a new building is ready to be inspected and schedule an inspection in as timely a manner as possible.

7) It must be clarified with each incoming Chancellor their preference for inspecting new buildings - do they want to always be involved or do they want the LUC to take the initiative - stressing that inspections should be done in as timely a manner as possible so as not to inconvenience the citizen.
